The SMS standard (including PDU encoding) is publically available from ETSI. Follow the links for free documentation downloads and search for the standard with "123 040" in the title. The main standard's full title is "Technical realization of Short Message Service (SMS) (3GPP TS 23.040 version 6.8.1 Release 6)", and it contains references to related standards.

Having said that, the standards are pretty substantial and will contain lots of information that you may not find immediately useful. More practical, quick-and-dirty references can be found here and here (the second one contains an online encoder/decoder).

There is also free software available online that handles PDU encoding/decoding. You can also talk to us if you're interested in licensing the encoder/decoder software that's inside piAccess Mail?.
